Cancer Prevention and a New Research Paradigm: Contributions of Population Health Intervention Research (PHIR)

Dr Jérôme Foucaud is Head of the Department of Research in the Humanities and Social Sciences, Epidemiology and Public Health at the French National Cancer Institute (INCa)

Jérôme Foucaud holds a PhD in the humanities and social sciences. He began his career in the field of health and prevention as a scientific expert in health promotion at the French National Institute for Prevention and Health Education (INPES), since renamed Santé publique France, where he led numerous projects.

He then joined the French National Health Insurance as Director of Prevention, and subsequently as Director of Service Delivery, managing five departments within the CRPCEN for more than five years: health insurance, older adults, policyholder relations, health and social action, and prevention.

Since 2017, he has been Head of the Department of Research in the Humanities and Social Sciences, Epidemiology and Public Health at the French National Cancer Institute (INCa). Within this national health agency and scientific expertise body dedicated to the fight against cancer, he is responsible for developing research and conducting studies on cancer in the fields of the humanities and social sciences and public health. In particular, he coordinated the analysis and publication of the Cancer Barometer 2021. Author of around fifty scientific and professional publications, he is also an associate researcher at Sorbonne Paris Nord University, within the Education and Health Practices laboratory (UR 3412), where he defended his Habilitation to Supervise Research (HDR) in December 2025. Alongside these activities, he teaches humanities and prevention in various French universities.

Anne-Fleur Guillemin 

Anne-Fleur Guillemin holds two Master’s degrees—one research-oriented and one professional—in contemporary sociology and health sociology. She has worked in the fields of prevention and health education within local authorities, with a particular focus on care for vulnerable populations (people with disabilities and older adults), as well as on the design and implementation of local public health policies, notably in the area of sexual health among young people. She joined the French National Institute for Prevention and Health Education (INPES), where she led several projects on a range of topics, including sexual health, nutrition and physical activity, and coordinated the regional competency hubs for health education. 

In 2020, she joined the French National Cancer Institute (INCa) within the Department of Research in the Social Sciences and Humanities, Epidemiology and Public Health. As a project manager, she is responsible for monitoring actions related to population health intervention research (PHIR) and coordinating work on addictions (tobacco, alcohol, e-cigarettes), as well as overseeing international consortia and partnerships in these areas. She coordinated the analysis of the data for the alcohol chapter of the Cancer Barometer 2021.
